Why is the top only up to a 16?!

Bought this lovely set size 10 bottoms and a 16 in the top but annoyingly the top is still quite small on the coverage for larger busts.will keep it as I do like it for lounging but could no go to a water park in this top they wouldn’t be in when I got out!
